 I think that there is a bug, because I have a fresh install, no plugins or
 themes.

 When I use define('WP_ALLOW_MULTISITE', true);

 then nothing happen, it's like ignored.
 It's loaded single site, and tables is not created.

 Does not sound like a bug?
