 Revisiting this thread I noticed I had missed that question before. So to
 answer it: all softwares developed for Windows, Apple iOS and MacOS or
 using Java as a programming language are using non-locale specific
 language files as fallback when a locale-specific language file is not
 present (for Microsoft and Apple it is baked in the OS itself, for Java
 it's the standard discovery mechanism for language files)
