Comment:

 I think the entire premise of this ticket is great. Translations are the
 kind of thing that are ubiquitous within WordPress, and yet they
 definitely need to be more performant. I'm `+1` for adding the lazy
 functions and translation proxies that @schlessera proposed. I could
 foresee using these functions within personal projects to write more
 performant code.

 When looking at this patch locally, it seems that it no longer applies
 cleanly to trunk, so it should be refreshed.
