 As mentioned on #meta1714, the GeoPattern code doesn't like being loaded
 outside of the context of the plugin directory code. If someone more
 familiar with that code can glue it together, we can use that for plugins
 hosted on w.org.

 Either way, we'll still need a local fallback for non-w.org plugins.
