 I don't think either are needed myself, but I'll leave it open to other
 committers to see if anyone feels strongly.

 A wrapper with `shortcode` in the method name doesn't seem useful, and
 like I said, given it's only two lines, I don't see the real need for core
 to support adding an `$echo` parameter to `get_template_part()` as I
 really dislike all the various `$echo = ?` functions.
