Yep, this matches the "Thin" concept (see
[https://core.trac.wordpress.org/attachment/ticket/35186/customizer-back-
redesign-thin-i1.png here for mockup]). It's definitely a good option.

I'm sorry, I'm not sure I understand why this is a problem in practice.
Why would it matter knowing the level you are on? Wouldn't people click
until they see they screen they want to be?
