 Yes, I'm on Windows 10 Home, Version 1703, OS build 15063.726.
 Behavior (not being able to edit or save the custom CSS) is consistent on
 Firefox v57, Chrome Version 62.0.3202.94 (Official Build) (64-bit)and
 Microsoft Edge 40.15063.674.0.
