 It seems like what you're looking for is https://wordpress.org/plugins
 /shortcode-ui/.

 Shortcake is one of many [https://wordpress.org/plugins/browse/beta/ Beta
 Plugins] that might get integrated into WordPress core in the future.
 However, with Shortcake this is probably not going to happen because of
 [https://wordpress.org/plugins/gutenberg/ Gutenberg]. wp.mce.views is not
 exactly a priority because of that project either.
