 Yes, that's what happens when you change a post's published date. The date
 gets updated. It doesn't create a new post for you.

 Regarding the count mismatch, you need to reach out to WordPress.com's
 support available at https://en.support.wordpress.com/ since you're using
 WordPress.com. WordPress.org and dotcom are two separate and independent
 projects.
