 Hiya, and welcome to Trac!

 In r41806 we added caching to the list of files fetched from themes, this
 means any changes to the filesystem won't instantly show up, it can take
 as long as an hour for them to show up.

 It was originally intended for the code editor screen, but I'm not
 entirely sure it's bad that it also affected the selector for page
 templates, if a theme has a lot of files that part of the backend could be
 slowed down by the need to iterate over files often.
