Comment:

 I'd suggest re-using the hacks in the available menu items panel to do
 accordions there. Each accordion has its own scrolling region when
 expanded, and the heights are set so that all of the accordion section
 headings are always visible. There's additional logic there to break out
 to a secondary scroll region if there are too many menu item type headings
 (since custom post types and taxonomies can also show up there).

 It sounds like this design is mostly worked out here, but we need a new
 patch.

 If there are items in a menu and you click on the add items button, the
 bulk delete mode is also exposed for items in the menu, with a red X on
 the right of each item. I wouldn't go any smaller than that for touch
 accessibility, but that can always be redesigned along with something else
 happening here as long as it's kept consistent.
