 [attachment:40702-transient-rename.3.diff] adds these changes to the
 previous version:

 * Refreshes after r40802
 * Reverts `$db_version` to the value it had before r40773, so that the
 network upgrade notice is not triggered.
 * Renames the `dash` transient for the secondary news feed
