 #40702 is set to introduce a temporary hack for the 4.8.0 upgrade, in
 order to [https://wordpress.slack.com/archives/C02RQBWTW/p1495150030480467
 work around presenting users with an upgrade screen].

 After 4.8.0 is released, it will no longer be needed and should be removed
 from trunk.

 Could a gardener please

 this to the 4.8.1 milestone, and mark it as a blocker]?
