 It looks like the commit numbers that `upgrade.php` uses didn't get
 updated in r40607, so I uploaded [attachment:40702-upgrade.diff] to do
 that.

 That patch also documents the reason why the request is proxied through
 WP, instead of being made directly to api.wordpress.org by the user's
 browser. That functionality is important, but without documentation it's
 not immediately obvious why.
