 @azaozz, `40702-localize.diff` moves the `wp_localize_script()` calls from
 `wp-admin/index.php` and `wp-admin/network/index.php` into `script-
 loader.php`.

 Now that it's done, though, I think it feels a bit clunkier than the way
 things were before. There are ~10 other screens that currently call
 `wp_localize_script()` from their files instead of in `script-loader.php`,
 so it seems like that might be an ok approach.

 It might just be about the same either way, though, just with a different
 set of trade-offs. Either way, I don't think it's a big concern.
