 A bug in 4.7.4 that is going worth on trunk

 in 4.7.4
 on wp-admin/edit-comments.php there is a "bulk actions" available at the
 top and at the bottom of the list.
 When selecting pending, the "bulk actions" at the bottom of the list is
 missing.

 in trunk
 there is no more "bulk actions" at the bottom of the comments list !


 posts and users lists show "bulk actions" on top and bottom in all cases
 (as far as i have tested it).
