 If trying to apply to the 80% of WordPress end-users who would use a code
 editor in textarea in WP core, then if that decision is based on data.

 The best recent quote I have read that related to that was

 "While qualitative plays an important part in how we behave the
 quantitative is a vital factor in what we decide. You need to be prepared
 to have data to back-up your assertions, even if they are instinctual."

 So hopefully the editor survey has enough reach and responses to be of use
 for showing if a code editor in core would be used.
