 My other questions from comment:109 still stand, then:

 What was the discussion that led to this guideline?  I agree with the rest
 of that paragraph, but why is "80% of users should use this" specifically
 considered a good idea?  It seems contrary to the way software development
 actually works in practice.

 Has it been followed for other features?  It would be an interesting
 exercise to look through major features merged in the past ~2 years and
 try to determine (1) whether such data was collected beforehand and (2)
 whether 80% of people actually use the feature.  I suspect the answer is
 often no to both of those questions.  In which case, according to the
 language of that guideline, we've "blown it" repeatedly, which suggests to
 me that there is a problem with the guideline.
