Comment:

 Widgets can be arbitrarily complex. Many themes have very complicated
 widgets with non-trivial configurations. It is useful for being able to
 stash a widget for later reuse.

 The inactive widgets area is required as well when switching themes, when
 widgets aren't able to be re-assigned to a sidebar.
