 a few things right off the top of my head:
 - maybe the "Save & Publish" button shouldn't be enabled on all the
 intermediary steps since in some of them there's nothing to save,
 especially when users haven't made any change yet
 - I'd consider to remove the placeholder `Give your new menu a name` since
 it's already clear enough what the field is about
 - in the sentence `Your theme can display menus in two locations` I think
 the number of locations can't be a word, must be a number for translation
 issues otherwise it would need a different string for each, possible,
 number of supported locations
