Cool. I agree with @Sobak that we're probably going to want a full repo
for this though. Not only does it support PRs, but it also allows us to
break out discussion of each point into separate issues, instead of
continuing to grow this already huge ticket. Eventually that should
probably be under the WordPress organization on GitHub, but I guess there
is nothing stopping us from going ahead and creating a repo, that can be
transferred to there later.

I think this is an interesting idea. I think we're still a way from the
point where we could do the yellow vs green though. Eventually it might be
nice, but it requires user education, and we still need to test the waters
regarding how easy/beneficial it is going to be to educate users about
this. Even if the core devs admit that some education effort here might be
necessary, I think that they'll probably want to keep that to a minimum.
So I think we should focus on starting small, just educating those users
who are using the oldest version of PHP, and see how that goes. Then we
could think about green and yellow users.

For those who didn't see, @jorbin brought this up in

1st-4-7-3-week-5/ the last core dev chat in Slack], suggesting that
version support procedures for all of the different technologies used by
WordPress should be discussed at the upcoming community summit. High-five
to him for his continued willingness to wrestle with this stuff.
