In my country we say: You can't make an omelette without breaking eggs.
But you don't need to break many eggs in this case.
Most servers running old PHP versions use old and outdated OS version. I
am sure that the wordpress versions running in these machines are old too.
Most users with old wordpress versions don't know or don't care for
security and they will stay in the same old wordpress version for ever (or
until someone hacks them).
To show a message in dashboard to notify for upgrading php will not help
these users either, because to see the message they need to have a newer
wordpress version that supports auto-updates.
In fewer words, if you change the minimum php version it will not case any
trouble to most people with old wordpress versions.
Also someone that doesn't upgrade wordpress and plugins (and any other
CMS) is a security threat for all the internet users (spam, phishing,
ddos, etc).
