Comment:

 We'll bump it prior to all stable releases - that means `branches/4.7` and
 `trunk/` will need to be updated before each point release is made if it
 needs updating.

 I've gone ahead and done so in:
  * trunk: https://build.trac.wordpress.org/changeset/40081
  * branches/4.7: https://build.trac.wordpress.org/changeset/40082

 Marking this as fixed for now, with the expectation that @kraftbj will re-
 open as future releases are made.
 This is potentially something we should have as a phpunit test for trunk-
 only, verifying that the akismet external is up to date.
