Yeah, let's go with "Custom HTML."
FWIW, I also think "Additional CSS" should be "Custom CSS," but I know
@folletto has [https://core.trac.wordpress.org/ticket/35395#comment:51
opposing thoughts on that position]. (It's just felt so weird in context
to me.)
