 Are you able to upload the MP3 from the media library in the WP admin? If
 may be that the file is too large and your install is rejecting it due to
 the size. Or it could be that all uploads are blocked entirely and you may
 need to change your system's permissions.

 As for playing MP3s, yes, please share the version of IE. For older
 versions of IE, this should be handled via a Flash shim in
 MediaElement.js.
