I tried these steps but I wasn't able to reproduce the issue.

The link which I got for the last comment was: http://src.wordpress-

I also checked how it appeared in the Recent Comments widget and it was
correct as well.
The comment 22 was linked to the page 1 though: http://src.wordpress-
develop.dev/?p=1&cpage=1#comment-22 But it's actually correct - the reason
for that it's a reply for an older comments which shows up on page 1:
http://src.wordpress-develop.dev/?p=1&cpage=1#comment-13
So I think this is fixed and the ticket should be closed.
