 Looking at this from a user perspective, I need a `Tested Up To` version
 number more than a minimum. I'm actually looking at upgrading several
 client sites, but I have no idea if those sites will still work if I jump
 to PHP 7 or if I need to choose PHP 5.6. I spent a lot of yesterday
 reading the PHP release notes to see the actual differences, and there are
 quite a few. Each of my client sites has a different set of plugins.
 Without the `Tested` value, I would end up being a plugin tester. And how
 can I do a thorough job of that? And I am not the typical user, who would
 not know any of this. A typical user would trust the WordPress message to
 upgrade PHP, and have a site that no longer works, with no good way to
 determine why.
