 In #35243 the Text widget was updated to feature TinyMCE. However, the
 editor here does not respect the “Disable the visual editor when writing”
 user setting. The `wp.editor.initialize` API does not support initializing
 the editor with the Text tab selected by default, and that would be a
 dependency for supporting this.

 Relates to #40951.
