Comment:

 New version hard codes IE 11 as a minimum, otherwise specifies either last
 2 or last 1 based on [https://make.wordpress.org/design/handbook/design-
 guide/browser-support/ browser support doc].

 Going to land this early along with a massive removal of old prefixes to
 maximize testing time.
