 RE Pento's comment on an 'upgrade now!' button...

 Given that every single host is going to have a different process for
 updating, I would think a standard URL like rednightmaremomma.com
 /wordpress-upgrade-php that everyone can use and redirect as needed may be
 the best choice in the long run. That would allow the hosts who aren't
 really actively involved to jump on board and redirect people based on the
 URL they came from, if they're logged in to cpanel/whatever already, and
 so on. Even if it just redirects them to a static page that says "To
 upgrade PHP, please open a ticket..." it means we don't have to update
 CORE to add in new hosts.
