 I wonder if this is something where it'd be beneficial for Core to provide
 a common architecture for plugins, and maybe even a very simple form that
 would meet the basic needs (e.g., just fields for name, email, and
 message, and submissions are saved to the DB and emailed to the site
 admin).

 That way a large number of people wouldn't need to install any plugin,
 which would improve the experience for new users. People who want more
 options can still install plugins to get them. When they do use plugins,
 the core data would be portable between them, since it'd use a common
 architecture.
