 Note that this came up again in introducing TinyMCE to the Text widget in
 4.8. See dev note:

 > The same is true for shortcodes: they are not processed by default since
 many shortcodes presuppose a global $post as the context within which they
 expect to be running. Plugins may opt-in selectively to support individual
 shortcodes by filtering widget_text as they have had to do for many years
 now.
