 Work on this is being done in [https://github.com/WordPress/gutenberg/
 Gutenberg]. That project should be followed for where content blocks will
 go in core. Once blocks are implemented in the editor replacing
 shortcodes, the task will then be to see how they will be adapted in a
 widget context. In that regard, see
 https://github.com/WordPress/gutenberg/issues/1011
