If the WordPress project is to allow plugins or themes to specify a
minimum PHP version, and indeed if core itself is to consider increasing
its own minimum PHP version, the only way this will happen is if
supporting documentation comes first. Everything else comes down to
relatively trivial technical implementation.

Communicating clearly to end users what PHP is, what a web server is, and
what a web host is, is not easy. Indeed, many users aren't even aware of
what ''WordPress'' is. Let's start with the documentation and work
backwards.
