 `uft8mb4` will not be supported for any of these [source:/trunk/src/wp-
 includes/wp-db.php?rev=41162&marks=3202-3221#L3192 three reasons]:

 - MySQL server is < 5.5.3
 - PHP was compiled against `libmysql` < 5.5.3
 - PHP was compiled against `mysqlnd` < 5.0.9
