 Related to #18821

 1) The modal 'details' should list warnings for 'not supported/tested on
 your version of PHP'
 2) We should consider alerts on the plugin listing for this (and for not
 tested on your version of WP, and for not updated)

 Basically we should be alerting users as early and clearly as possible
 that there may be dragons.
