 For those who haven't heard: two new tickets relating to this have been
 opened (#41191 and #40934), and it was also discussed at the inaugural
 meeting in the #core-php channel in Slack. I think it will be talked about
 more at the next meeting as well (meetings are on Mondays at 18:00 UTC).
 I'd encourage everyone to join in on that discussion to help move this
 forward.

 The general takeaway from the last meeting is that we want to explore ways
 to encourage users to use newer versions of PHP, including admin notices
 in core, raising awareness in various ways, upping the minimum
 requirements of major plugins, etc.
