Yes, if the Text widget was created/modified prior to 4.8.0 and if the
Text widget determines it contains markup that TinyMCE could potentially
corrupt (including if there are line breaks and the auto-paragraphing
checkbox was unchecked), then it will revert to the legacy mode with the
the addition of a notice, according to the patch proposed on #40951:
