 I think it is off the table at the moment, yes. It was the second solution
 that I outlined in
 [https://core.trac.wordpress.org/ticket/40951#comment:63 #40951 (comment
 63)]. The third solution there, however, is what I honestly think is the
 best and it's what got the most 👍 from the core team, and this third is
 the solution that is currently being implemented here and #40951: adding a
 new Custom HTML widget and then introducing a legacy mode to the Text
 widget to preserve old HTML, while also adding pointers to direct users to
 use the new Custom HTML widget going forward.
