 I agree about adding the param to all of the hooks.

 @henrywright: We're also going to need
 [https://make.wordpress.org/core/handbook/best-practices/inline-
 documentation-standards/php/#since-section-changelogs changelog entries]
 for each of the hooks getting the new params.
