New description:
On a site running Twenty Eleven, tapping the top level menu item opens
that page, rather than opening that item's child menu items and waiting
for something to be selected.
This results in the child menu opening briefly, but being lost on the page
load.
Issue isn't present on iOS or desktop devices, but I was able to reproduce
in both Chrome and Firefox on an HTC M9 running android 6.0.

The issue happens on both of the sites mentioned, the self hosted and the

I can confirm the issue.
We'd likely have to fix this with some JavaScript, similar to what's been
done in the newer default themes. Worth noting there isn't really a change
in the menu on smaller screen sizes – it stays the same, so it should be
straightforward. That said, given the age of the theme, this is a low
priority.
