 I'm not sure that we should lump custom CSS and the editor into the same
 discussion here other than selecting a library to use (that could
 potentially be used for both). They're fundamentally different experiences
 that will require very different things to implement. I'd suggest using
 this ticket to select and add a code editing library, then use separate
 tickets to implement it in the various places.
