 @dd32 Here is what I referring to above when I saying "The API still
 returns an old version of the changelog":

 https://api.wordpress.org/plugins/info/1.0/jetpack

 Notice how the changelog is stuck to 4.4.2, although
 [https://plugins.svn.wordpress.org/jetpack/tags/4.5/readme.txt the readme]
 includes information about 4.5?

 However, I believe I may have found the source of the problem (for
 Jetpack, at least). It seems we forgot to update  {{{Stable tag}}}
 [https://plugins.svn.wordpress.org/jetpack/tags/4.5/readme.txt here]. We
 updated it in trunk, but not in the tag. Could that cause the API to look
 for the changelog in the wrong place, maybe?
