 Just saw this being discussed at
 https://wordpress.org/support/topic/changelog-4-5-not-in-dashboard-
 plugins/ where Jeremy Herve says "... it appears to be a caching issue in
 the WordPress.org Plugins API. The API still returns an old version of the
 changelog".
