 I also worry that we may be conflating too many different aspects brought
 up here in one ticket.  Is there a reason that the "decentralized
 authenticity" is being pushed here, rather than keeping this focused more
 on the signing / verifying of packages and moving the decentralized aspect
 onto another ticket?  I'd think they could be undertaken separately, but I
 could easily be mistaken.
