 I think `signup_user_meta` is more consistent with other filters like
 `after_signup_user` or `wpmu_signup_user_notification`.

 While we're at it, let's also add `signup_site_meta` to
 `wpmu_signup_blog()` for consistency between two functions, like
 `after_signup_site` mirrors `after_signup_user` in [34112].
