 "Full featured" as in "exactly mimics the editor," or "full featured" as
 in supports views and has some formatting available? I don't think the
 text widget needs to be any more complex than what I mocked up in terms of
 interface — for example, I don't think it needs the kitchen sink.
 B/I/Lists/Links seems like an adequate first step towards making the text
 widget a better, more modern experience.
