 Create a new general content widget that have two primary options:
 1. Use existing content from posts/pages/CPTs in the same manner as for
 menus
 2. Add special content as text/rich text with media

 Migrate all text widgets to this type.

 Store this widget as a special built_in post type.

 Special case: If such widget is changed from option 1 to option 2, the
 content is copied, may be modified and do no longer show the (possibly
 changed) content of the original post. Similar to menu labels for pages.
