 Hi,

 When an admin create an user in a multisite installation, an email is send
 :

 > Hi,
 > You've been invited to join Someone's site at http://example.com
 with the role of [Role].
 > If you do not want to join this site please ignore
 > this email. This invitation will expire in a few days.

 > Please click the following link to activate your user account:
 > http://example.com

 As you can see apostrophe is not decoded.

 It is the same problem that [ticket:35283 this ticket]. I hesitated to
 reopen it instead of create this one. I hope I made the right choice ^^.
