 Perhaps the fact that we can put gibberish in WP_SITEURL is a clue.  I
 always wondered why

 {{{
 define( ‘WP_SITEURL’, ‘USELESS-JUNK’ );
 }}}

 appeared to solve the problem without breaking anything else.  Just a
 thought...
